What is JUUL?

The FDA’s Reasoning: The FDA concluded that the potential benefits of JUUL for adult smokers—specifically, helping them transition away from highly dangerous, combustible cigarettes—outweighed the risks. 

Market Position Today: As of 2026, JUUL remains legally available for sale to adults in the U.S., but it is strictly restricted from selling fruit or dessert flavors. The company currently operates under intense regulatory oversight to ensure its marketing strictly targets adult smokers and prevents youth access.
